On May 29, 2023, the Ministry of Ecology and Environment held a regular press conference for May. Jiang Huohua, deputy director of the Ecological Environment Monitoring Department of the Ministry of Ecology and Environment, responded to reporters’ questions on carbon monitoring. Since the Ministry of Ecology and Environment issued the "Carbon Monitoring Pilot Work Plan" on September 2021, the overall progress of the pilot work has been relatively smooth, and the first phase of the pilot work has been fully completed.
The role of carbon monitoring is well reflected in the following three aspects. First, it is conducive for enterprises to carbon emission verification. Overall, the results of the CO2 online monitoring method and the accounting method are generally comparable. Online monitoring provides another way to calculate carbon emissions, which can improve the accuracy of carbon emissions and help enterprises reduce carbon emissions and pollution. Second, it is expected to serve urban carbon emission accounting. Pilot cities can explore and build carbon emission inversion models to find the conversion path from concentration data to emissions. The third is to orderly promote integration with international standards. Exploring and establishing China’s independent, internationally equivalent and comparable carbon monitoring value traceability system to unify the "ruler" for carbon monitoring.
Next, the Ministry of Ecology and Environment will promptly launch the second phase of the carbon monitoring and assessment pilot work, focusing on three aspects. First, expanding the scope of pilot industries such as thermal power, steel and other industries, and gradually increasing the number of participating enterprises to enhance the representativeness of the pilot work. The second is to deepen the construction of technical system. Further improving carbon monitoring technical guidelines and standards to lay a more solid foundation for carbon emission monitoring, carbon flux monitoring, and environmental concentration monitoring. The third is to strengthen the precise support of monitoring methods. Breaking through key technologies of carbon monitoring such as flow monitoring, to improve the scientific nature of using monitoring data to verify accounting data.

Intelligent Carbon Emissions Online Measurement and Monitoring System

Atmospheric Greenhouse Gas Monitoring System
SDL atmospheric greenhouse gas monitoring system (AQMS-900 GHG) is suitable for meteorological bureaus, ecological environment and other departments to monitor atmospheric greenhouse gas background concentration, assess carbon peak and carbon neutral performance, compare inter-regional greenhouse gas concentration, etc.

Carbon Account Management System
The SDL carbon account management system consists of the enterprise-end and the management-end. The system has functions such as automatic carbon emission accounting, automatic generation of carbon inventory reports, carbon asset management, cross-validation of non-source data, and statistical analysis, etc.
The enterprise-end is responsible for functions such as data collection, data accounting, direct measurement, and report generation; the management-end implements functions such as enterprise carbon emission data collection, review, and management.
